It has been upgraded from vBulletin 3.8.x to XenForo for security purposes and future-proofing. Proprietary code and modifications (such as code database and HA bot) are broken with XenForo and will stay only with vBulletin.
Yes, it's allowed for now. I am trying to earn money for a premium VPS host. And warez will not be allowed by then. There isn't much warez forum but it depends on what type of warez you wish to post. So for now enjoy your stay if you want to contribute posting links.
